Good Morning!

Thanks to care for and support given by leaders of Leading Party Group of State Administration of Work Study (SAWS) and China National Coal Association (CNCA), the "National Institute of Occupational Safety (NIOS)" is now formally set up today. This is a great event of historic significance, which opens a new development opportunity for China Coal Information Institute (CCII). On such a happy occasion, we welcome our leaders and distinguished guests to have a joyous gathering with staff of CCII and to celebrate the inauguration ceremony of the NIOS. Please allow me on behalf of CCII to show our respect and heart-felt thanks to leaders from SAWS, CNCA, and from all the organizations, who care for development of our Institute, to colleagues of all circles, who support our Institute, and to the staff of CCII who have made great contributions to CCII. 

Since founding of CCII in 1959, great efforts have been made in the 45 years. CCII is thriving and prospering simultaneously with coal mining industry and with economic construction of the country as well. Warm solicitudes and support from the leaders have given us perpetual motive power. Unremitting efforts made by all the leading bodies, in the past and at present, and employees of CCII have laid a good foundation for CCII development. Especially in the recent years, a two-level management system has been set up. The overall quality, professional level and market development capacity of a number of middle-level cadres have greatly improved. The sense of market economy has further enhanced, which provides favorable internal conditions for development of CCII. Shaoyaoju work and living base has reached a certain size, being a stable and nice homestead. On the occasion of inauguration of the NIOS, the staff are in a high spirits in facing such a new historical opportunity. They will certainly write a new chapter in realm of work safety. 

The strategic development orientation of CCII is to provide service to coal mining industry as well as to work safety in this country. This is also the major domain of business of CCII. In the past 45 years CCII has built a strong foundation in coal mining, which will be further consolidated and expand. Especially, the current strong demand for coal and electricity with the rapid development of national economy provides a good opportunity for development of the cause of CCII. Meanwhile, in the domain of work safety, there is a very broad development space and good market opportunity. Currently, work safety is regarded as a most important work by the central and local governments and by all professions and trades. Information support is in urgent need no matter it is for the purpose of work safety supervision or work safety. Setting up of the NIOS today has indicated that CCII has entered into a new development stage. We shall further adjust the business structure and enhance work safety research force around the key work of the Leading Party Group of SAWS, which includes setting up of Work Safety Law Institute, publishing the journal under a title of "Occupational Safety and Health News", acquisition of safety information resources，making preparations for setting up a safety assessment center, establishment of safety book publishing center, work safety television center, additional column of "work safety" in "China Coal" & "Modern Miner" journals. It will undertake research and put forward recommendations for popularization of science on work safety and planning. It provides from all sides information support to strategic decision-making by SAWS. It provides strategic proposals and information consulting service to enterprises for addressing the problem of work safety.

With integration of global economy and coming of information age, CCII has brought into full play its superiority to develop international market, to establish a closer relations with Asian Development Bank, World Bank, UNDP, International Labor Organization and with relevant organizations and companies in UK, USA, Canada, and Australia, and to develop some important international cooperative projects. It now has some strength and influence in the world. We are confident that CCII will play an active role in international cooperation in the field of work safety and coal mining.

After the Spring Festival this year, not long after the adjustment of the new leader group, the leaders from SAWS as well as from CNCA visited our Institute one after the other and gave instructions. The staff are deeply encouraged. Especially Mr. Wang Xianzheng, the Administrator of SAWS pointed out clearly that it was necessary for CCII to fix the orientation, to make a real breakthrough in enterprise management and to concentrate efforts on key points and improved efficiency. This pointed out the development orientation of CCII. In 2004 working conference held on February 9th, the new leader group proposed a general work concept, i.e. to accelerate development of the main business, and to set up four pillar industries, namely, information research and consulting industry, books and audio-visual publishing industry, printing industry and property management and development industry. It is necessary to increase the business scale and make a new breakthrough in economic benefits. We shall strive for building CCII into an information publishing industry group with strong competitiveness, cohesion and comprehensive development strength.

The new working spirit of staff in CCII is solidarity, being practical, pioneering and innovative. Since this year, the strategy of upgrading the quality of talent persons to enhance the strength of CCII has been applied according to the work plan of the leader group, and preliminary success has been achieved in improvement of core competitiveness. Reform will be deepened step by step. The economic benefits in the first five months this year of CCII increased evidently. We are full of confidence towards the future prospect. Under the correct leadership of the Leading Party Group of SAWS, guided by the important ideology of "three representatives", we will insist on the viewpoint of scientific development, and do work well in the spirit of seeking the truth and doing solid job. We will make full use of international and domestic markets, resources at home and abroad, and go all out to achieve the target of 2004 of CCII and lay a good foundation for further leap forward and for constitution of long-term development strategy. We will bring along CCII into a new development phase, and set up a brilliant record. We will take a fundamental and favorable turn of the work safety in this country, and make new contributions to the coordinated enhancement of work safety with economic and social development. 

I sincerely hope that all the leaders, experts and colleagues will give support and guidance to CCII as you did before. I would like to take this opportunity to extend my thanks and respects to all the staff of CCII.
