Mr. Huang Shengchu, President of CCII Accompanied Premier Wen Jiaobao on His Visit to Japan and Gave A Presentation

From April 11th to 13th Premier Wen Jiabao visited Japan accompanied by a 117-man delegation organized by National Development and Reform Commission, members of which including Dr. Huang Shengchu, President of China Coal Information Institute, and high level executives from many large enterprises in the domain of coal mining, petroleum, natural gas, electricity and new energy resources, such as Shenghua Group, China National Coal Group Corp. etc. Sino-Japan cooperation in the domain of energy resources was one of the important topics of discussions during Premier Wen Jiaobao¡¯s visit. Mr. Huang attended the welcoming luncheon dinner hosted by Japan for Premier Wen Jiaobao. Premier Wen Jiabao made an important speech at the dinner. He stressed that the target set forth by the Chinese Government was to reduce energy consumption per unit of GDP at about 20 percent and the target for reducing the total discharge of major pollutants was at 10 percent in 2010. He hoped to strengthen cooperation with Japanese enterprises in the field of energy conservation and environmental protection. Premier Wen Jiaobao felt that the atmosphere of the visit was good, which could be outlined by eight Chinese characters: i.e. ¡°friendly, frank & honest, serious and pragmatic¡±

NDRC and Japan Ministry of Economy and Industry held a symposium on Sino-Japan energy cooperation in Tokyo New Otani Hotel. Mr. Ma Kai, Chairman of NDRC and Mr. Akira AMARI of Minister of Economy, Trade and Industry (METI) attended the symposium and made a speech. Mr. Huang, President of CCII, gave a presentation entitled ¡±Development and Utilization of CMM in China and Opportunities for Sino-Japan cooperation¡±. Both the Chinese and Japanese parties attached great importance to this symposium. More than 150 Chinese delegates and over 450 Japanese governmental officials, representatives of enterprises, experts and scholars participated in this symposium.

Then, Mr. Huang Shengchu, President of CCII and Mr. Liu Wenge, Director of CCII, visited Japan Coal & Energy Center (JCOAL) and Mitsui Company. Mitsui and CCII jointly carried out two CBM CDM cooperative projects. These projects were successfully implemented by Chongqing Songzao Coal & Power Group and Tiefa Coal mining Group. Both parties are satisfied with the results and are willing to expand the domain and extent of cooperation, e.g., development of small hydropower plants CDM project in Guizhou. CCII and JCOAL have established a long-term cooperation relation. Based on the need for coal energy development, this Center has integrated with CCUJ (Center of Coal Utilization of Japan) and Japanese Coal Transport Association. Meanwhile, it has also included study of clean power generation into the research work. In order to meet the need for constant development of Sino-Japan cooperation in the domain of coal and energy, it is expected that both parties will undertake cooperation in the research of coal development and coal market on the basis of successful cooperation in the past.

Mr. Huang Shengchu, President of CCII visited Mitsui and discussed CBM CDM cooperative projects. Mr. Liu Wenge, Director of CCII also attended the discussion.
