Welcome Remarks at the Opening Session

Respected Director Zhang Baomin, guests, ladies, and gentlemen,

During this pleasant autumn season, we welcome our guests from all over China and the world to come to Beijing to discuss the investment opportunities of China coal mine methane project investment opportunities. I represent the organizer of the workshop, the China Coal Information Institute, to express my sincere appreciation to Zhang Baomin of the China's State Administration of Coal Industry, Mr. Robert Armstrong of the U.S. Embassy, and Mr. Karl Schultz of the U.S. EPA for attending this workshop. To use this opportunity, I also want to express my warm welcome to the representatives of State Development Planning Commission, State Economic and Trade Commission, State Environmental Protection Agency, and various domestic and international companies and enterprises.

In the spring of 1999, China and U.S. signed the coal mine methane market development project, aiming at pushing coal mine methane development in China's coal mining areas. As part of the project, we invited all our guests to come together to put forth ideas and strategies for China's coal mine methane development. We will discuss the investment prospects of coal mine methane development, coal mine methane industry development strategy and technology application, and important coal mine methane projects. We hope through this workshop, we will strengthen the friendship and cooperation and speed up China coal mine methane development.

The China Coal Information Institute is an information and research institute under the Administration of State Industry. The Institute provides information and consulting services to the coal industry. Presently, we are working on three major areas: improving the information research, information engineering, and project development. Information research always has been the major work of the Institute. Rich information resources, a highly professional research team, and good domestic and international connections result a strong foundation to provide consulting services to governmental agencies, industries, and foreign agencies. Under the strong support of the U.S. EPA and the State Administration of Coal Industry, the Institute established the China Coalbed Methane Clearinghouse. In the past six years, with the help and support from the Chinese and American government, and Chinese and international experts, the Clearinghouse provided information and consulting services, and recommended policies to governmental agencies. The services and information provided by the Clearinghouse have assisted the Asian Development Bank and Phillips Petroleum Company in their decisions to invest in China's coalbed methane. Hence, the Clearinghouse push forward the international technology and economic cooperation of China coal mine methane industry. The China Coalbed Methane Clearinghouse has became the information bridge between Chinese and international governmental agencies, institutes, and companies, and positioned the China Coal Information Institute in the consulting industry.

The China Coal Information Institute will continue to work hard to provide first class consulting services to Chinese and international agencies and companies, to put forth China coal mine methane development. Let us work together to build a grand future for China's coalbed methane industry.
