Forming General Safety Outlook is Social Development Demand

Abstract: This article summarizes China's safety culture development and safety culture definition, raises the general safety outlook and sustainable development, and is the main melody of safety culture construction. 

China is now in gradually perfect stage of establishing the market economic mechanism. In the social economy quickly developing process, China appears much new circumstance, new problems, and the safety problem which occurred in recent years is one of them. The safety problem involves society production and human life in every aspects, seriously affects the economic development and social stabilization. How to hard treat with and resolve these problems are an urgent matter of the moment. The countermeasures studies on the sustainable development and national safety culture strategy have already been put on the important agenda. This article will bring my opinion up for consideration.

1.The evolutionary of safety culture 

The concept of safety culture was introduced from abroad into our country 's nuclear industry in 1984, and from that time on , the research on safety culture has been carried out combining with our country's nuclear industry: Caoqi, professor, Southwest transportation university，raised the safety culture concept in enterprises for the first time on the academic symposium of labor protection held in Sichuan province，China，in 1991 spring; In 1993,some experts and scholars have began to explore the problem of China safety culture construction; China national first high class seminar of safety culture, sponsored by the Ministry of Labor, P.R.China , and China labor protection science and technology association, was held in 1995, the representatives who attended the seminar submitted a suggestion on China safety culture development strategy to the State Council, thus pushed the researching work of safety culture theory to a new stage. There was an important breakthrough in the sense of safety. The traditional narrow sense safety outlook has already been changed, expanding from the field of work safety to the field of human life and existence environment. The researches on general safety outlook and sustainable development have been deeply carried out, and brought the preventing and fighting disasters into the content of safety culture construction, and advanced popular safety culture outlook. In the last decade, the safety culture development, whether theoretically or actually application, has been achieved gratifying successes, to be brought safety culture into line with the state economy development plan, and the safety culture construction got into the healthy development stage.

2. Safety culture definition

There are many kinds of formulations concerning the definition of culture safety, and there are also many kinds of structural analysis. After making a thorough study, the writer hold that the definition of culture safety should be the sum total of a safety worth outlook and a safety code of conduct. The safety worth outlook is a bedding structure of safety culture; The safety code of conduct is a surface structure of safety culture. Such broad sense of safety culture, which the content involves far and wide, is also a theoretical basis of the "great safety "outlook. It includes the safety culture of social and basic work as well as the safety culture of specialized work (enterprise).It is defined with characteristics of two structures above according to the wide-angle of social administration. From safety culture construction aspect, this definition contains national basic safety culture construction and safety culture construction in enterprises, because administrative personnel and workers of enterprises are social men and women first .This opinion has already been formulized in the article of safety culture concept and application study written by the writer. But at that time what quoted from is the definition of unclear industrial safety culture that belongs to the safety culture category of narrow sense.

The safety worth outlook and code of conduct are the core of studying safety culture. The safety worth outlook makes unceasing extension and deepening along with social development, science and technology progress and social practice. The worth outlook controls the norm of conduct; the norm of conduct is a guarantee of safety behavior. Now, our country is in the gradually perfect stage of the market economic, work safety will be an essential condition which the Chinese people first need. When the people haven't established the norm of conduct of work safety, enhancing public safety culture quality becomes an urgent matter of the moment. Undoubtedly, it will need to change the safety outlook of the traditional narrow sense. Expanding from the field of production safety to the field of people's living is actually need. Legal knowledge of the people observing disciplines and obeying laws and safety consciousness are also one of the most heavy targets in developing safety culture.

3. The general safety outlook

In the definition of safety culture broad sense, it means the whole society, namely, national safety culture. The general safety outlook has already been put on the agenda. The content of the general safety outlook not only includes traditional labor protection and occupation hygiene, but modern technology and culture as well. The guarantee techniques, for instance, quality, safety, environmental protection, disaster alleviation, insurance...etc., should be taken as an organic whole to give prominence to science spirit, world outlook and methodology.

From the view of the safety connotation, the general safety outlook emphasizes integrated safety and disaster alleviation. Putting great emphasis on grasping the function and the change the of modern science and technology; Putting great emphasis on proposing a sustainable development idea of the modern science and technology system; Putting great emphasis on making up a creative network idea that will be taken environmental protection and quality as the center with safety and disaster alleviation.

Sustainable development means a social development mode, for reaching this goal, under the premise of meeting its demands and not harming the posterity, to satisfy people's production and living.

Strictly speaking, safety culture belongs to an administrative mode of post- industrial society. Our country is still placed in the stage of the industrial society at present. Our country's safety culture construction, both on the theories and practice, needs to explore courageously, and must have a sense of urgency. Besides relying on the progress of the national general safety culture construction, enhancement of the national safety consciousness and reinforcement of safety atmosphere in the whole society, and even more that we need to handle the relationship of " righteousness" and" benefit" from the existing conditions, through setting up the principle taken people as the dominant factor, and carrying forward our country's fine traditional culture, and developing the market economy at the same time. From respecting person, comprehending person, caring for person,we must form the right life worth outlook, and enhance national safety consciousness education.

In realistic life, several extraordinarily serious casualty accidents have been continuously occurred in the last few years. In regard to the scope of the accidents, they have been occurred not only in industrial and mining enterprises, but also more in the field of the people's living. From deep step analysis, the basic reasons of the accidents: the safety culture quality of the masses is too low; people are lacking in the most basic safe technical ability, social safety knowledge and save oneself ability; and know nothing about the safety regulations and safety laws and standards; and not establishing safety the norm of conduct.

Safety culture develops along with the society. In the rapid growth of social economy, the demand of people's living is more and more wide. For better existence and life, safety becomes the first demand for people. The narrow safety culture outlook is already not fitting in with the needs of the social development. This will be asked us to take the general safety culture as the main melody of safety culture construction. The safety and health problems of the masses should be represented with a big vision, many fields, and different angles of the safety culture. The general safety outlook should be carried forward and proposed through various means and ways. The life and existence of each laborer as well as safety problems in production should be given to recognize safety outlook. We must strongly publicize safety outlook, safety thinking and safety consciousness, and spread scientific methods of removing calamities and avoiding risk and technical ability, so as to increase safety culture consciousness and quality of the whole nationality and the whole society, to realize safety civilization production, life, to reduce accidents.

4、Summary

Society in development, science and technology in progress, this situation requests us to quicken our steps to establish and improve China safety culture construction. Heavy load through thick and thin, in the great cause, benefiting from it for thousands of years, we will be ready to contribute our light and heat.
